Thom Hartmann is technically correct here. A football team that wins just 1 more game than they lost in 1 season, technically they’re winners, but they had a mediocre record.
The fact is that President Kennedy proposed an across the board tax cut to Congress in 1963, that also cut loopholes. But he’s obviously also assassinated in 1963. President Lyndon Johnson gets the Kennedy tax plan through Congress and signed into law I believe in in the summer of 1964.
